I figured out that what is needed is a Bug Rule after looking further in the Getting Started. So I did that and I am fine. The Getting Started though should state this to avoid confusion IMHO. It goes from creating sytles to evaluations, and misses the Bug Rule step.
I am walking through the Getting Started. I am having difficulty trying to get a Bug to appear in under the Root Act Group as shown here:
My screen menu has the following, and it isn't clear from the direction what I need to do to advance.
If you could please tell me what to select on the menu I am including a link to that would be great. BTW, I tried uploading and had issues to I am just giving you a link.

Sorry Miles, my UPDATE was an update to the remainder of the same post. If you look in that post, and only the black section, you will see the issue I had. I was having trouble because I needed to create a Bug Rule but the documentation was not clear about making that rule. So I was confused and almost was unable to continue until I read down further in the documentation and saw the rule in the images. My final suggestion was to make it clear in the documentation to make a Bug Rule.

There is a "create target: rule" menu selection screen shot. Are you just thinking that that section is too compressed?
